Bio

Dr. Bach Tan Sinh is currently senior associate fellow  at the Institute of Policy and Management (IPAM), University of Social Sciences and Humanities, Hanoi National University.  He Graduated from Ilmenau Technical University, Germany with a B.Sc. in Precision Mechanical Engineering in 1985. Dr. Sinh has his Ph.D. in Social Environmental Science from Alborg University, Denmark, and Master on Science and Technology Policy from Research Policy Institute, University of Lund, Sweden in 1998 and 1993 respectively. Dr. Sinh was a post-doctoral Fulbright Scholar at the University of California, Berkeley, the USA during 1999-2000. He was the visiting lecturer and scholar at the Heller School for Social Policy and Management, Brandeis University, the United States in 2011.

He is a member of Globelics Network on National Innovation System since 2003 https://www.globelics.org/regional-lics/ and a founding member of Asialics  Innovation Study Network since 2004 . Dr. Sinh has more than thirty  five years experience on policy analysis in the field of science, technology and innovation policy, environment and sustainable development. He has been conducting over the last twenty years research on governance and institutions of disaster risk management including flood management and climate change adaptation. He was in 2011 the lead author of Chapter 2 -Determinants of Risk: Exposure and Vulnerability for the Special Report on “Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation” (SREX)” organized by the Intergovernmental Panel on Climate Change (IPCC)  on “Climate Change: New Dimensions in Disaster Risk, Exposure, Vulnerability, and Resilience”. He was the Scientific Advisory Member of the Collaborative Adaptation Research Initiative in Africa and Asia (CARIAA) by the International Development Research Centre, Canada and Department for International Development, UK during 2012-2015. https://www.idrc.ca/en/initiative/collaborative-adaptation-research-initiative-africa-and-asia

Dr. Sinh has been working among other things on science, technology, and innovation policy. His recent researches include innovation studies (innovation policy, innovation systems). Dr. Sinh leaded four Government-funded Projects:  (i) Development Trends, Potential of Application and Policy Recommendations of Internet of Things in Vietnam to the Year of 2025 (ii) Study on mechanism and measures to strengthening the S&T integration of Vietnam with ASEAN. Under the National Priority Program KX 06-11-15 on S&T Integration 2011-2015; (iii) Establishment of the National Technological Innovation Programme ; (iv) Research on Improvement of selected Innovation Indicators and their Pilot Application to Evaluate Innovation Capabilities of Enterprises in two selected Sectors (manufacturing and food processing) in Vietnam and (v)  Establishment of STI indicators to evaluate Innovation Capability.
